On the basis of a commission from the State Secretariat for Education, Research and Innovation (SERI) and in collaboration with the Swiss National Science Foundation (SNSF), swissuniversities formulated a national Open Access strategy in 2016 that was adopted by the plenary assembly on 31 January 2017. Following a broad consultation, the plenary assembly agreed to adopt an action plan to implement the national strategy in February 2018. The strategy and the action plan were acknowledged by the Swiss Conference of Higher Education Institutions.
The joint vision of the Swiss higher education institutions is to establish free access to all publicly available scientific publications by 2024, in the context of international models.
The analysis of the financial flows involved in transitioning Switzerland’s scientific publication system towards Open Access, mandated by the Swiss National Science Foundation with the support of swissuniversities, recommended a pragmatic and flexible model for the implementation of the national strategy. The purpose of the action plan is to develop possibilities and solutions for achieving the jointly defined goal in collaboration with the Swiss higher education institutions. The aim of the proposed measures is to support the higher education institutions in the transition process, taking into account their autonomy, their special features and the diversity of the research fields and disciplines involved.
swissuniversities coordinates the implementation of the national strategy and the action plan.
