swissuniversities and Wiley sign comprehensive Read & Publish agreement

On 23 June 2025, swissuniversities signed a comprehensive Open Access agreement with Wiley on behalf of the Swiss higher education institutions and other mandating organisations. It replaces the previous agreement with Wiley, which was concluded in 2021. The cost-neutral integration of Wiley's Gold OA portfolio into the agreement means that researchers from Swiss higher education institutions and participating organisations will be able to publish in Open Access across Wiley's entire portfolio in the future.

The agreement between swissuniversities and Wiley guarantees full reading access for members of Swiss higher education institutions and members of participating organisations to the entire Wiley journal portfolio. They also can publish in Wiley's approximately 1,900 journals in Open Access at no additional cost. The agreement provides for a quota of articles that meets (Gold OA) or exceeds (Hybrid) the expected needs of Swiss researchers. 

Luciana Vaccaro, President of swissuniversities, emphasises: "Starting in 2025, our researchers will be able to publish all expected articles with Wiley in Open Access. In the negotiations, we were able to achieve our goals for high-quality Open Access publications. This sets an im-portant standard for future negotiations." 

A central goal of the second round of negotiations with Wiley, to integrate publishing in Gold OA journals into the overall agreement in a cost-neutral manner, was achieved: the agreement now also includes the Gold OA portfolio. This means that the publication fees, which were previously paid on a decentralised basis, will be financed centrally by the institutions in future. 

The agreement also explicitly regulates the use of artificial intelligence (AI) in connection with licensed content and guarantees members of Swiss higher education institutions the greatest possible flexibility in the use of AI tools to analyse Wiley publications in research, teaching and innovation. 

The negotiations with Wiley took place as part of the second round of negotiations with publishers (“Big Deal Negotiations”), which has now been concluded. Open Access negotiations with major scientific publishers are an important part of the Swiss Open Access strategy, which pursues the vision of making publicly funded research results directly accessible to all free of charge.
